Will IPOs make the markets bubble over?

As financial markets around the world dipped in the wake of the largest global financial crisis in history last year, the Shanghai stock market saw its fair share of volatility as well.  By September 2009, the market had tumbled more than 20 percent.  The question, however, remained whether or not this drop was a result of an end to a nine-month IPO moratorium or to other factors unique to the Chinese market.
